This offer is all over the internet.  I went to ING Direct, where I have an account, and checked it out myself.  As a referred customer, you get a $25 bonus when you open a new savings account with ING with a minimum deposit of $250.  You MUST be a new customer, and you must be referred by an existing customer.  In return for each referral, ING gives me $10.  But, they don't give me any of YOUR info.  I will never know who you are, your account number, or any of that jazz. 

No, you cannot refer yourself, because, again, the referrer must be an existing customer.  However, once you're a customer, you can refer your friends, etc. and get $10 for each one of them that opens a new account.  See how it works?
